Chongqing Low-Altitude Airspace Reform Pilot Request Receives Approval

Chongqing's request to pilot low-altitude airspace management reform in its flight control zone has been granted approval by the State Air Traffic Control Commission of China (SATCCC), revealed by Chongqing recently while publicizing the Chongqing Liangjiang New Area. Chongqing is about to become the first city to pilot low-altitude airspace management reform in southwest China.

CAFUC Chongqing General Aviation Training Co. Ltd. was inaugurated recently, seeking to promote the development of Chongqing general aviation by running on the platform of low-altitude airspace administration reform pilot in Chongqing's flight control zone.

Relevant personnel from Chongqing Liangjiang Civil Aviation Office told the reporter that Chongqing is the first city to pilot low-altitude airspace management reform in southwest China. Chongqing Municipal government filed a request for low-altitude airspace management pilot at the beginning of this year and finally got approved on April 28.

He also pointed out that Chongqing will classify low-altitude airspace, make low-altitude route plans and explore the use of airspace with great flexibility according to three types of airspace as control zone, monitor zone and report zone.

At present, low-altitude airspace opening pilot refers to airspace below 1,000 meters, which allows small aircraft such as fixed wing aircraft and helicopters to move through. In November 2010, the State Council and the Central Military Commission released and distributed the "Opinions of the State Council and the Central Military Commission on Deepening the Reform of China's Low-altitude Airspace Management", starting to pilot the opening of low-altitude airspace management reform. In 2012, the pilot expands to the whole northeast and central-south region and six other city sub-zones including Tangshan.

The personnel believed that the selecting of Chongqing as the first low-altitude airspace management reform pilot spot in southwest China has something to do with the positional advantage that Chongqing enjoys as a municipality. As a main airspace for general aviation activities, the opening of low-altitude airspace will promote the development of general aviation in Chongqing.

Chongqing has planned an aviation industry park of eight square kilometers in Liangjiang New Area and introduced companies for the industry of manufacturing helicopters and fixed wing aircraft in addition to talented people trained for the general aviation by CAFUC Chongqing General Aviation Training Co. Ltd.

The personnel told the reporter that predictions from China Association for Science and Technology (CAST), Chinese Society of Aeronautics and Astronautics, and China's General Aviation Expert Committee in the year of 2011 indicate that the number of general aircraft demanded in the future ten years in China is around 10,000. General aviation and related industries will form a market estimated to reach a capacity of 1 trillion yuan. Up until 2011, there are only about 1,100 general aircraft in China. And there are only 286 general purpose airports and temporary landing points. The proportion of flight aircraft and general aircraft is 1:0.67, far behind that in countries such as United States, Canada, Australia and Brazil.
